CCDD decries sub-standard works at Khuga dam
Jul 11th, 2008 | By neitham | Category: Manipur | Email |Imphal, July 10, 2008: The Citizens Concern for Dams and Development, CCDD while observing that widespread devastation and losses occurred due to the breach in the right canal of the Khuga dam during the trial run, has said that it was an indication of sub-standard work of the irrigation and flood control department.
The breach in the eastern canal of the dam on July 8 was a serious matter, it said while criticizing the IFCD department for the sub-standard work in different components of the dam.
CCDD considers as unfortunate the development of cracks on several components of the dam even before the operation of the project, it said adding that it testified to the lack of quality monitoring, improper survey and sub-standard works.
It also recounted the incident of development of a crack in the spillway of the Mapithel dam of the Thoubal multipurpose project, which is also under the IFCD department, in May this year.
It has sparked a controversy over the quality of development and the impending threats to the livelihood of people because of the dam break, it observed while reminding that the project had been taken up despite a call for respecting democratic norms of development, decision making, environmental protection, sustainable development and human rights standards.
Appearance of cracks at Khuga dam and Mapithel dam should be an eye-opener for the IFCD to review the quality of all construction components of these two dams as the people have already lost trust and confidence in the department as far as the quality of the dams are concerned, it said.
The CCDD also demanded that the state government investigate into the breach in the Khuga dam and review the entire dam for its quality assessment to prevent further adverse impacts on the people of Churachandpur district along with necessary action against the erring officials.
